第12条　加盟

1. すべての国（State）または対外通商関係その他この協定および多角的貿易協定に規定する事項の処理について完全な自治権を有する独立の関税地域（separate customs territory possessing full autonomy in the conduct of its external commercial relations and of the other matters provided for in this Agreement and the Multilateral Trade Agreements）は、自己とWTOとの間において合意した条件により、この協定に加盟することができる。加盟は、この協定および多角的貿易協定の双方に係るものとする。

2. 加盟に関する決定は、閣僚会議が行う。閣僚会議は、WTOのメンバーの3分の2以上の多数による議決で、加盟の条件に関する合意を承認する。

3. 複数国間貿易協定への加盟については、当該協定の定めるところによる。
